Acidente e discurso

Editorial da Folha de S. Paulo:
DURANTE dez meses, repetiram-se em ritmo quase diário os sinais de completa exaustão do sistema de tráfego aéreo brasileiro -e também os sinais revoltantes de indiferença, inépcia e despudor das autoridades perante a situação. Do descalabro de todos os dias passou-se a uma tragédia -a segunda em menos de um ano.
Enquanto as cenas de caos nos aeroportos se transformavam em rotina, provinham do governo sucessivos anúncios de que a crise estava superada; deu-se a declaração do ministro da Fazenda, Guido Mantega, creditando à “prosperidade econômica” o colapso cotidiano; ouviu-se também a memorável sugestão de “relaxe e goze” dirigida aos usuários de avião pela ministra do Turismo, Marta Suplicy. Para cúmulo do escárnio, enquanto ainda fumegam as ruínas do acidente, diretores da Anac são condecorados oficialmente.
Nesse contexto, ganham significado as imagens, flagradas indiscretamente pelas câmeras de TV, da gesticulação obscena com que assessores presidenciais comemoraram, em particular, a notícia de que havia falha no sistema de frenagem do avião acidentado. Para esses animados estrategistas do Planalto, um defeito na aeronave ou um erro do piloto viriam naturalmente a diminuir as tentativas de exploração política da tragédia.
Não se trata, contudo, de transformar um problema de ranhuras na pista de Congonhas ou do reverso de um Airbus em instrumento político para governo ou oposição. Trata-se de reconhecer a necessidade premente de soluções para um quadro caótico que o governo, em atitudes públicas ou privadas, deu freqüentes sinais de minimizar.
Eis que, finalmente, o presidente da República procura reverter o desgaste político que se acumulou durante todo o período, e a que a tragédia da terça-feira passada certamente deu maior intensidade.
Lula anunciou o projeto de construir um novo aeroporto em São Paulo, sua disposição de corrigir a atuação da Anac -completamente subordinada aos interesses das companhias aéreas- e a necessária redução dos vôos em Congonhas.
Certamente, os exasperantes problemas do apagão aéreo não se resumem ao esgotamento operacional do campo de pouso paulistano - cujas condições de segurança o presidente se empenhou, aliás, em confirmar com a mesma ênfase que dedicou aos projetos para limitar seu tráfego.
Se o trauma do acidente exigia que as propostas de Lula incidissem principalmente sobre o tráfego em Congonhas, a revolta e a inquietação da opinião pública não se dissipam, naturalmente, apenas com discursos e anúncios de novos projetos.
Não faltaram, por parte do governo, promessas ambiciosas nas mais diversas áreas, esquecidas assim que o impacto do noticiário deixava de se fazer sentir. Que não se tenha de esperar por outro acidente, e outro discurso, para ver postos em prática os planos agora anunciados.
